Visual Studio 2019 Community won't start

I just installed Visual Studio 2019 Community and it won't start. It's crashing before even prompting to login.

Initial crashLogs1.txt attached.

I ran devenv /safemode and it crashed the same. I ran a .NET repair (https://learn.microsoft.com/en-us/dotnet/framework/install/repair) and it is now crashing the same but with new errors in the event log.

.Net 4.8, Win 10, relatively new install of Win10 on an SSD.

sfc /scannow didn't find anything wrong, and neither did a Malwarebytes scan.

Any ideas?

Can you tell me how you start the Visual Studio? You can try to launch VS in the VS installer.

Besides, I recommend you clean your %temp% folder. Then, please check for your Windows Updates and ensure that all pending updates are installed, and kindly reboot your computer.

Thanks Anna for responding.
I'm up to date - I've rebooted a few times and checked for updates in between.
I've cleared my %temp% folder, rebooted, and the issue persists.

I'm launching VS via a shortcut on my taskbar which goes here:

"C:\Program Files (x86)\Microsoft Visual Studio\2019\Community\Common7\IDE\devenv.exe"

I've tried launching this with /safeMode but the result is the same.

Hi @Joel Hansen , please try to enter “devenv /ResetSettings” at Developer Command Prompt to restore your Visual Studio default settings and check again.

Unfortunately same error.
My previous boot drive was an NVME SSD. I've removed it, installed a Samsung 830 via Sata III and reinstalled Win 10 (fresh install, not copy).
My issues persist and I still can't launch VS 2019 Community with a similar error:

Dear customer, according to your description, it is a fresh installation. I suspect it is the hardware issue. Please check it.
