    I'm pretty sure you cannot remove default headers, such as ARC-Authentication-Results.

    Why do you want to remove the message header ARC-Authentication-Results?

    I test in my organization, it can be removed successfully. Here is the rule I create, and I add an action "Append the disclaimer" to make sure if this transport rule is applied to the message successfully. You can modify your transport rule like this, it will be clear to know whether the transport rule starts working:
