RDS Cal Per Device Fail to install [Your request cannot be processed. Make sure you have provided all the required information accurately, and then resubmit your request]

Hello,

We have a Windows Server 2019 RD Licensing server and this morning when we tried to install additional Windows Server RDS Per Device Cal licenses the bellow error occurred.

 “Your request cannot be processed. Make sure you have provided all the required information accurately, and then resubmit your request. If the problem persists, try using a different connection method.”

 
While writing this post to get also a screenshot of the error for a more accurate overview, the Windows Server 2019 licenses got installed.
Though when I tried to add the Windows server 2016 licenses I ran again into the same issue.

The error itself seems pretty general. I've already asked our Purchasing account administrator if we reached the limit of licenses and we didn't.
Maybe someone could give a suggestion on what the issue could be ?

Might also try the phone activation.

Not sure how that is useful.
We're still in the a spinoff phase and we still need to define how many licenses we need. We're installing packs of 50-100 licenses using the same agreement number.
I don't want to Migrate any RDS Cal so there is no License Pack ID that i can provide via phone
