Why always 1808 version for volume licensed versions of Office 2019?

Many new functions and features have been added after 1808 version. I saw Retail versions of Office 2019 has been kept upgrading but not on volume licensed version. I need the new functions, thanks.

Actually, only Microsoft 365 apps will always receive new features updates. If you want to get new features of Office, it's better to get Microsoft 365 subscriptions.
For more information, it's recommended to refer to "Compare Microsoft 365 subscription with Office 2019 (one-time purchase)".

Besides, volume licensed versions of Office 2019 will always be Version 1808 with different Build numbers. It is by design.

Although the volume licensed versions of Office 2019 and the retail versions of Office 2019 both use C2R installation technology, but there are still differences between the them. Such as the activation method, the update channel and etc.
