We have an Azure postgreSQL server located in norway-east with active geo-redundant-backup . We are wondering if this backup would be located inside Norway in the other region which is norway-west or would the backup be stored in another country?

Hi @FarrokhniaMina-9862, welcome to Microsoft Q&A forum.
As per the below article, "When the backups are stored in geo-redundant backup storage, they are not only stored within the region in which your server is hosted, but are also replicated to a paired data center. This provides better protection and ability to restore your server in a different region in the event of a disaster. The Basic tier only offers locally redundant backup storage."
So in case of geo-redundancy, backups are stored in a paired data center. For Norway East the paired region is Norway West and other way round as well.
