The answer here ultimately depends on your definition of "provides". Intune is a management platform, it doesn't provide any capabilities, it just manages existing capabilities in the managed platforms.

iOS provides native device and file system encryption, but this is not manageable as all iOS devices are all encrypted, and this cannot be disabled.

Android also provides its own ability to encrypt devices and filesystems on them. Exact capabilities and whether or not this is enabled by default depends on each vendor and device though so you need to consult your vendor for this info. As noted in the first link posted by @Taz-3478, Intune can manage this if the device supports it.
