Many times the same thing happens to me, then I solve this problem in this way. You can also use these steps to resolve your issue manually:

If like me, you have multiple Azure Active Directory accounts that you have to switch between, I expect Microsoft has decided to cached the credentials of an account that doesn't have an Office 365 / Exchange license and is trying to automatically sign you in. I am not sure where this information is cached as clearing cookies in Chrome doesn't help, however, going incognito does.
The way to force outlook.microsoft.com to use the correct credentials:

Error. What should happen, and happens for most of Microsoft's cloud applications is the user gets a prompt to choose which account they'd like to use. Microsoft clearly have a bug or haven't implemented this feature for when a user navigates directly to outlook.microsoft.com.
