What the detail error message did you get?
Did you know if you're using Shared computer?
Not all licenses are available in Shared computer: https://learn.microsoft.com/en-us/deployoffice/troubleshoot-shared-computer-activation

The licenses are assigned via O365 admin center
Licenses are assigned individually.
I would like yo know the behavior of the application
Outlook asked for sign in to the account, but when trying to sign in you get error seen. When clicking cancel you get the prompt again.
We have seen that its not always tied to the computer user is using. One user was able to use Office apps on an another computer, but another user had the same license issue on two computers.
I did below with no fruit
Check that user has a license in AD and O365 admin console
Close all Office apps except Outlook Sign out and back in to Outlook.
Check User and Computer certificates
Removing the trial license with OSPP.VBS and signing out and in to Outlook.
Reinstallation of Office
SARA tool
Remove all active clients under Office apps -> Apps and Devices in myaccount.microsoft.com
user can currently can work on her computer, no license issue. But when checking the license status, it shows empty even after logging out and back in to Outlook.
