Windows server 2022 From Windows server 2019

i have 2 servers running windows server 2019 (It is Activated) however, I'm looking at upgrading to windows server 2022 I'm just wondering will I need to buy a new activation key to activate windows server 2022 the reason I ask is that while I was taking a look at server 2022 setup I noticed there's an upgrade option where it will keep all the settings and files the same so would the license I used to activate windows server 2019 also carry over to activate the new windows server 2022 if I use the upgrade option

Yes, that's correct, an new license is required whether you clean install or in-place upgrade to Server 2022

Thank you for one more question so i downloaded the server 2022 from the evaluation centre if I put an activation key in will it just take it out of evaluation mode and make it windows server 2022 standard? or is there a different iso i need to download?

Assuming a retail product key you can


Dism /online /Set-Edition:ServerStandard /AcceptEula /ProductKey:12345-67890-12345-67890-12345
Dism /online /Set-Edition:ServerDataCenter /AcceptEula /ProductKey:12345-67890-12345-67890-12345

to convert evaluation to full. (note a domain controller conversion is not supported)
