retention policy

we have applied a retention policy with 2 tags . one tag for the primary mailbox and other for the recoverable deleted items (Dumpster) . we still notice that the users Dumpster size is huge and not reducing , the mails from Dumpster arent moved to online archival dumpster

Please help me with detailed powershell commandlets or anything which can be done

    If you connect to EXO powershell and run the following command: 

    Start-ManagedFolderAssistant <mailbox name>

    Would the retention policy start to work?
