How to add a Pic file (JPG) to pop up ONE TIME for all Domain Users

Hi Everyone,

I want to add a Pic file (JPG) to pop up ONE TIME for all Domain Users, I would say one time message show once a user login and then disappear for good; However, it should be a picture not a text.

For this issue, are the devices managed by intune? If not, this issue is not related to intune. If yes, based on my experience, there is no method make it via intune.
