I would assume that's okay as it is not mentioned in there: https://azure.microsoft.com/en-us/offers/ms-azr-0003p/ whereas it is specifically forbidden on some types of subscriptions (e.g. free subscription).
I don't think it could be profitable at all though. The cost of the type of machines you will need to mine efficiently will very likely be way higher than your potential gain.
For the cost, is it cut every month or every week?
It is "As you go" :) For a good GPU you might need at least a NC model which is not less than $1,000 per hour.

A better investment would be to buy hashing power directly from those willing to sell it, acquire your own mining hardware, or just buy the cryptocurrency instead in hopes of future gains.
AFAIK, monthly and first day the sub becomes active is the start of the period.
For the VM you would pay for all the ressources consummed by the VM in that period. All this is on the general conditions. I am curious, are you planing on mining and make profit?
