SQL Server 2019 Setup Error: 0x80004005

I am trying to install a custom instance of SQL Server 2019 Setup. I've done everything I can to uninstall and reinstall the SQL server files, but every attempt has the same result. I'm on Windows 10 and I've had the custom installation work before on this computer, but there was an issue and I needed to redo the instance.

I cannot seem to attach a file here, so here is the paste of my summary log file. I've looked at probably 10 different questions on this forum about people with these errors and none of what was mentioned seemed to work for me.

Overall summary:

    Hi @Altarian ,

    See this link: https://bobcares.com/blog/an-error-occurred-for-a-dependency-of-the-feature-causing-the-setup-process-for-the-feature-to-fail/
It carefully describes all the steps of the solution in detail.
Here is Release notes for SQL Server Management Studio (SSMS).
SSMS 18.9.2 is the latest general availability (GA) release of SSMS.

    Best regards,
    Seeya

I'm jumping to an Answer, because the comment level is getting too deep.

So it is the SQL Server service that does not start. I was afraid that it was something else, because that usually results in a different error message.

Is there a file C:\Program Files\Microsoft SQL Server\MSSQL15.SQLEXPRESS\MSSQL\LOG\ERRORLOG? That file may have the reason why SQL Server does not start.

By the way, are you running any particular anti-malware software or just plain Windows Defender?

So when you started SQL Server this way, it started. Then things went south, because we should probably have supplied the special arguments needed for Setup.

This suggest that the Service Manager is not able to start SQL Server for some reason, and I guess that is a WMI problem. Which is Windows and not SQL Server and way outside my comfort zone.

It's possible we could SQL Server to run, it we start SQL Server a number of time, with the same arguments as Setup uses. But I would have to figure this out by reading errorlogs from a fresh install, which I don't have in store. And in the end, you would probably still have problems with starting SQL Server as a service.

So I think you better try to uninstall the lot. Then you can see if you can load SQL Server localdb and only install that one. This is a lighter edition of SQL Server which runs in user space. It does not have all feature, but if you only want to play with T-SQL, it may be good enough.
