If you are talking about Microsoft Deployment Toolkit (MDT), the answer is no, Azure SQL Database or Azure Managed Instance cannot be configured as MDT Database. You can only use SQL Server Express or the full SQL Server as the supported scenarios.
The documentation states that SQL Server 2012 SP1 Express Service Pack is installed by default.
@DanishAnwar-1257 Thank you for posting your question o Microsoft Q&A. MDT is snot yet supported for Azure SQL Database as @AlbertoMorillo mentioned above.
