Error in access paramater when exporting to xml

I can export to any format but XML this database queries were created under access 2003 and worked fine to access 2010 but now that we have moved to access 2019 it gives an error when trying to export in xml and only xml.
see attached photo that should be start date not characters

my experience with the oriental characters has always been due to a corrupted record in a table. the record can sometimes be found by sorting the table to have it appear at the top... the record must be deleted.

why xml is unclear.

look into the table(s) that are the source for the query... you also might experiment in writing the query records to a temp table and then attempt to export to xml from a temp table rather than from a query... just an experiment. maybe will point to a solution.

Unfortunately I have gone through the tables and found nothing is corrupted when I remove the where statement getting the dates and just have it export the entire db it works fine. I can also export it into any other format with the where statement in place it is only in xml export that I get the oriental characters.
