How can I go about getting a Driver created ?

I have Dell 7310 Chrome book that has windows 10 installed and works exceptionally . The only deficiency is the Touch screen has not Driver for windows.
Chrome had a touchscreen driver that worked well but I cant find a suitable driver to fire this HD touch screen. There are lots of these units out there and told windows does now support them except for this touch screen. It is a Lulu mother board.

    It was a CHROME BOOK that worked with Chrome OS ,everything.
    Now with windows it works 99 percent minus the Touch screen. I tried Windows Updates, 10 different Driver Update Software's and Drivers that were from other sources.
    Dell does not support the Chrome OS now and has no updates on their site.
    I tried other Dell Drivers for a substitute.
    Linux Drivers work only with that Linux software but are flakey and cant be used with Windows.

    Bottom Line : The is NO Windows Driver for this Dell 7310 Lulu mother board to fire the touch screen.

    Question is how does one go about getting one created ?

    The hardware manufacturer's do the driver development, then they certify via the Hardware Compatibility Program for windows

    It is advisable for you to check the Manufacture driver downloads of your service provider.

    The Windows Hardware Lab Kit (Windows HLK) is a test framework used to test hardware devices and drivers for Windows 11, Windows 10, and all versions of Windows Server starting with Windows Server 2016.

    To qualify for the Windows Hardware Compatibility Program, your product must pass certain tests using the Windows HLK.
