The employees also complain that they can only access each other using IP addresses
and would like a way to access each other by using hostnames (e.g ping HR-PC or
ping Server-Surname).

You should use a DNS instead of IP. The users will be able to reach the name of the server.

However, I want to understand how changes in the IP address can be easily tracked after changes have been made.
You may have already a DHCP server.
When the client computer will receive it's new IP Address, it will register it's computer name in the DNS with the current IP Address.
If you want to track changes of the IP Address that has been assigned to computers, you will need to look in the DHCP log file
