What should be best path in terms of better understanding and learning ... which of the following certification should I take first (1) Azure Administration (2) Azure Architecture.

my last MS cert was 2007. What is the path to Cloud Architect?
and is it necessary to certify in the other clouds competing with MS?

You'll notice that Solutions Architect recommends but does not require taking the AZ-900 (Azure Fundamentals). While it depends on what your current knowledge is and what your end goals are, the order I recommend in the answer gives you a pretty well rounded set of knowledge for being a Cloud Architect. If you are interested in AI, DevOps, or another specialization though I would adjust accordingly and follow one of those paths.
