Could you please kindly advise the simpler and easier way without coding to set the QnA Chatbot to handoff to human when they find the questions not in their Knowledge Base or not be trained before?

@ths888819-7923 The easiest way to achieve handoff without any coding is to use the botframework composer. The steps are mentioned here.
But if you have deployed a bot using the QnAMaker portal then performing this change through botframework composer is not a straightforward option, You can try to integrate your QnAMaker KB in a new bot with the handoff step without any coding. I hope this helps.
