Creation of mailbox


User mailbox is not created Please assist to finalize the mailbox creation

The new user's mailbox in the cloud is not created after waiting for 3 days.

Before we go on, would you mind clarfying a bit more about the issue you encounterd?
Are you trying to create a new mailbox in Exchange Online? If this is the case, it can be done by creating a new user in either the Microsoft 365 admin center or using the New-Mailbox command, then assign the user account a license for Exchange Online so that a mailbox is automatically created for the user. For more details, you may refer to Create user mailboxes in Exchange Online.

If you are in a hybrid environment and would like to create a new Office 365 Mailbox, the recommended way is to first add a new user in the on-premise Exchange Admin Center, sync the directory using AD Connect, and then assign a license to the user. When the user logins to the portal they cant send the email, complete cloud environment
through outlook they can send and receive

What if creating another new user and see if he can succesfully login to the Office portal and send messages out via OWA?

Considering that "through outlook they can send and receive", their Exchange mailboxes should have been created properly and are working fine. Then from the error message you shared above, looks like the user is having issues accessing Office apps via the Office 365 home page. Please understand that under the Exchange related tags, we mainly focus on issues about Exchange, so for this particular problem about Office 365 home page, it's recommended to post in this dedicated forum for Office 365 admin as well for further assistance. How about this issue now? Could we confirm whether this is Exchange Online mailbox issue or Office portal issue based on Yuki's suggestion?
