Header Transport Rules are evaluated but only the first header rule is applied.

Good day!

The infrastructure:
We are using a DAG cluster with Exchange 2013 functional level, with 365 hybrid deployment, all mailboxes are currently on premises.
Mail flow wise we are also using Code 2 to effect address rewrites on the sender field (from user to department SMTP address).

The problem:
We are using some mailflow rules to add headers & values, to specific mail items, which we then want to use for Outlook rules in order to be able to file them to specific folders which have different retention policies.

Let's say a mail item qualifies for more than one rules: A & B.
I can see in Message Tracking Logs that there is an AGENTINFO event that shows that the mail - item was processed by both header-type rules. However when the mail item is received it only has the header applied by the rule with the highest priority (lowest priority value).

I am attaching a picture of the rule and the AGENTINFO event:

I have test the similar scenario in my environment, both header-type rules will be applied to the message. What's the configuration of your highest priority rule, make sure the "Stop processing more rules" is not checked for it. You may also check if the message meet other higher priority rule condition which stopped processing this rule as well.

Then you could check if this "_HDR_From_TECH_staff" rule works within its own condition. If it worked, change the action to another(like Prepend the disclaimer, forward message etc...) to verify if it works when meet multiple mailflow rules.
