Just add them temporary as members of the group you are using to restrict creation, then remove their membership when it's no longer needed. Apart from that your other option is to grant them admin privileges, you can limit those via PIM if you have the corresponding Azure AD licensing. Or you can create a programmatic solution (flow, script, Azure function...) and let them use it instead.

I've security group with set of members who can create MS365 groups. But beyond that i would like to grant access to few users out side of security group to create MS365 group. (Not open to all users ) Is this possible ? if not i would like to give access to create them for a certain period of time not sure if this works..
