Edge IE Mode - ActiveX only works when manually turned on

I'm in the process of building our Edge IE Mode configuration but ran into a weird behavior. I have an internal webpage configured to run in IE Mode with default compatibility mode. When I browse to it, IE Mode does activate, however the activex control won't run. But if I go to the webpage (even though it's in IE mode already) and manually select the Open Sites in Internet Explorer Mode option, it will work. When I click on the IE icon in the address bar it shows Compatibility Mode: IE11 in both scenarios.

What is different about manually initiating IE Mode versus the configuration with IE in the default compatibility configuration? How can I emulate the manual toggle in the configuration?

Turns out I needed to shorten the entry in the configuration to just the server hostname instead of the full URL.

I have the same problem.
I configure via GPO.
