As our IT staff changed these months, but no one knows which account to login the Azure for our domain hosted at Azure. How can we trace back which account at Azure has hosted the domain "cdb-intl.com" ? Thanks!

Assuming the DNS zone is hosted on a subscription belonging to your tenant then I would recommend that you get a global admin user of your tenant to elevate their access level in order to access Azure resources. Please follow the steps here: https://learn.microsoft.com/en-us/azure/role-based-access-control/elevate-access-global-admin#elevate-access-for-a-global-administrator

Once completed, go to https://portal.azure.com and see if you have access to the Azure subscription hosting the public DNS zone for your company. If it is not on a subscription on your own tenant then you would ideally have to get in contact with your old IT staff and ask them to either provide these details.

Third option, contact Microsoft support directly and explain the situation. They may be able to trace the subscription where the DNS zone is hosted but you will likely have to provide proof of ownership/entitlement which may take some time to sort out.
