Having VSS Writer issues for some VMS when prtecting with ASR

We have recently started adding VMWare vms to ASR for protection. I am running into application consistent snapshot issues for 25% of them. When attempting to quiesce via VSS SQL Writer crashes and an error is generated in VACP log.

vacpError:224#FAILED: CheckWriterStatus().#2147754996|^|226#FAILED to revoke tags.FAILED: CheckWriterStatus().#2147754996|^|

I have tried starting the failed VSS writer and initiating the following manually vacp -systemlevel

This proceeds to fail and the SQL writer goes into a crash state.

I have tried disabling and then re enabling replication on problem vms

I get the same thing for the WID writer on some other servers.

They also fail with the failed to revoke tags issue.

Has anyone else seen this and if so was anyone able to resolve?

There are a number of reasons why it would fail because of VSS; see this article:

Unfortunately reason "2147754996" does not seem to be documented on this page but looks to be related to this article:

https://docs.microsoft.com/en-GB/troubleshoot/sql/admin/revocery-jobs-fail-servers
