Sysmon 13.24 can not collect Network connection event on Windows7

With the same configuration, Windows10 & Windows server 2019 can correctly get the Network connection event.

But failed on Windows 7, even if I enabled firewall monitor log.

    After trying lots of version, network connection event can detect in Sysmon 10.41
