How to set "Target OS Version" in VS2019 ?

Hello:

I'm trying to use Visual Studio 2019 to build a KMDF driver for all platforms: Windows 7/8/8.1/10. As stated in WDK 10.0.22000.0, it supports all these OS versions. But what is the correct way to set the field "Target OS Version" under VS2019-Project settings-Driver Settings? Should it be set at the lowest (oldest) OS Windows 7? Or the latest version Win10 ? And why?
