unable to create kubernetes service on azure devops environment

Hello! i have been trying to create a new environment of kubernetes service on azure devops -> pipelines -> environment.

but for some reason i don't have access or something like that.

although, the admin has given me administrator rights.

what could be the reason for it?

this is the error:

Access denied. Yaniv Akiva needs Create permissions to perform the action. For more information, contact the Azure DevOps Server administrator.

You do not have the required permissions to create the pipeline in Azure Devops, you need to be granted permissions there, not in Azure.

what do i need to do in order to do that?
because i was added into an administrators group, but still had issues with it

the add to administrator group was in:

project settings -> permissions -> administrator group -> members -> add -> my user
this was done from administrator user
