I would suggest that you share a screen image so that we can understand exactly what "Can't access settings" means. What error do you get?

Hi there,

First try opening the PowerShell after performing these steps

Run System File Checker.
Create a new User Account.
Run System Restore.
Restart and try opening the Powershell

If PowerShell opens after this , Try re registering the Settings via PowerShell

Open Windows PowerShell as administrator
Paste following command and press Enter key
Get-AppXPackage -AllUsers -Name windows.immersivecontrolpanel | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml" -Verbose}
Once the code execution is done, you’ll see VERBOSE Operation completed in the PowerShell window . Restart & check
