Within Azure boards capacoty planning can you utilise non named users (e.g. future hires, roles you haven't filled yet?)

I can only see an option to use a named user, but I want to play around with capacitiy planning for a future iteration to see how many hires I need. I think JIRA portfolio allows this. Any help welcomed!
