Biztalk 2013R2 Mgmt Pack Configuration- SCOM 2019, UR3

I have followed the guidance in the config document downloaded with the mgmt pack, 7.0.2008.0.
However, none of the views or info under Microsoft BizTalk Server 2013R2 are populated.
No errors during the install of the mgmt pack.
This install is in a new SCOM 2019, UR3 that is running in parallel with my existing SCOM 2012R2, UR12 for migration.

I should mention that it did not show anything either in the SCOM 2012R2 environment.

Assistance is greatly appreciated.
