What does "Can not connect to the database in its current state" mean and how can I correct?

I have recently started receiving "Can not connect to the database in its current state." when trying to connect to my Azure SQL database - as far as I know nothing has changed and I get the same error using the query tool in the azure portal ( using either AD auth or SQL auth ).
I cant see any way of "restarting" the sql instance or what might be wrong - does anyone know how I can either raise a support ticket or get this resolved?

Further info.
The status of the database is "online"
When I run the troubleshooter it says no issues were found.

This usually indicates you may have hit a pricing/budget limit on your subscription/resource.
Please reach out to your billing administrator to check if any budget restrictions were applied to this resource.

If it is still not resolved, please reach out to Azure Support and submit this as a "Billing Issue". You don't need a support plan for billing issues.

Thanks for this - I have figured out it is a billing issue and therefore could raise the support for billing. It was not clear from the error message that it was a billing issue as I thought it was a technical one.

Are you using Key Vault with Azure SQL Database? Make sure permissions to the key vault are properly set.

Another possible reason may be the database may be in recovery state. In that case you may have to create a support ticket here.

Thank you but as it turns out this was an error with billing - I'm still not sure what but it was that which was causing the issue.
