IE developer tools allows page to load

One of the web sites in our company fails to load in IE , unless we run IE with developer tools and then reload the page.

Any ideas on what developer tools is doing differently ?

If I dont have developer tools open and reload the page, the page still wont load.

This is occurring in IE 11 , all patches on both win server 2016 and win 10 .

I suspect that this is similar to https://stackoverflow.com/questions/34049339/what-causes-ssrs-to-use-blank-gif-breaking-reports-in-ie11

but I'm curious why I dont have an issue when I run developer tools.

When Developer Tools is enabled, IE doesn't really uses its HTTP cache (at least by default in IE 11) like it does in normal mode. It means if your site or page has a caching problem (if it caches more than it should for example - that was my case), you will not see that problem in F12 mode.
