Clipboard problems such as delays and error messages?

I'm experiencing delays using the clipboard in Windows 10. I'm running 1909 and am fully updated through June. It feels like something is wrong with the clipboard because i often have delays copying and pasting small text and tables. Sometimes I get an error "There's a problem with the clipboard, but you can still paste your content within this workbook." I don't know if it's because i turned on the clipboard history setting, or if its just a buggy OS. I see it mostly in Excel but that is my "go to" application these days. But i had problems pasting in Microsoft Edge earlier (see my other post that is all messed up because of clipboard).

    Before we go further, I would like to confirm the following questions:

    1. What does this notification appear on? Was it on all of Microsoft Office product?
    2. Have you tried running Excel in Safe Mode or performing a Clean Reboot to see if the issue will persist?

    Based on my research, Excel shows this dialog “There's a problem with the clipboard, but you can still paste your content within this workbook.” after a copy (CTRL+C) action, it means that another app has a lock on the system clipboard. In this situation you can still paste within Excel. However, you cannot paste to another app like Word or Outlook which uses the clipboard.

    You could try cleaning clipboard history with below:

    1. Open a command prompt in Windows\system32
    2. Type the following command: cmd /c"echo off|clip"
    3. press enter, then REBOOT your device

    When Excel shows this dialog after a copy (CTRL+C) action, it means that another app has a lock on the system clipboard. In this situation you can still paste within Excel. However you cannot paste to another app like Word or Outlook which uses the clipboard.

    Try this:

    1. Open a command prompt in Windows\system32
    2. Type the following command: cmd /c"echo off|clip"
    3. press enter, then REBOOT your device

    Also, start Excel.

    1.Go to File in the upper-left corner.

    2.Click Options.

    3.Go to General.

    4.Under User Interface Options un-check Enable Live Preview.

    Note the "vertical bar" symbol between the words echo and clip.
