It can take between 30 and 40 minutes to create and activate an API Management service.

@SubrataBiswas-4402 If you are still observing the issue that your APIM instance is in Activating state then please share your APIM instance name only to my private comment.
As document and learn2skills mentioned it may take between 30 to 40 minutes to create and activate your APIM instance but in a few instances, it may take a larger time if there is any issue at the backend or allocating the resource.
I am also facing the same issue, almost 2 hours had past but the API Management service still in "Activating" state. Could you please help here.
still facing same issue while creating azure APIM instance via portal. it took 40 min. i tried more then 3 region and 3 tris
