Permission Needed to Export User Email on Exchange 365 to PST

I am finding documents on needing the import/export role, and the folder permission, which are both setup, but not which permission is needed to be able to have the option in Exchange Classic's area, to export to PST. I can export to CSV, which doesn't do any good.

We have a M365 Exchange, not on a physical server, so https://docs.microsoft.com/en-us/powershell/exchange/open-the-exchange-management-shell?view=exchange-ps doesn't apply.

I also have the organizational management permission, and have logged out and back in to exchange, Azure, and M365 since getting it, so the option to export to PST should be there. Is there any other roles I need to have, or is export to PST not an option with M365 Exchange servers?

As the issue is more related to Exchange, I would modify the tag.

Thank you everyone. So just to recap.

It is not possible to export email to PST in M365 Exchange (cloud based) as stated in https://docs.microsoft.com/en-us/Exchange/recipients/mailbox-import-and-export/export-procedures?view=exchserver-2019#:~:text=Use%20the%20EAC%20to%20create%20a%20mailbox%20export,file.%20When%20you%27re%20finished%2C%20click%20Next.%20See%20More but can if we have Exchange 2019 for example, through the classic Exchange area.

It can be done using the process described for eDiscovery https://docs.microsoft.com/en-us/microsoft-365/compliance/export-search-results?view=o365-worldwide or https://www.codetwo.com/admins-blog/how-to-export-office-365-mailboxes-to-pst-using-ediscovery/, which requires eDiscovery Manager rights, which apparently requires the Organization Management permission to be able to see the permissions option in the EAC to be able to give someone those permissions?

I can import the PST created using eDiscovery using the steps provided by @YukiSun-MSFT above for https://docs.microsoft.com/en-us/microsoft-365/compliance/use-network-upload-to-import-pst-files?view=o365-worldwide to move them back to individual users mailboxes, but I would need to have the Mail Recipients role or have Organization Management or Recipient Management roles.

Yes, the "Export to PST" option is not availabe to Microsoft 365(Exchange Online).

If you would like to export user emails to PST in Microsoft 365, you can consider granting yourself the full access permission to the mailbox, then export emails to PST file from the Outlook client. Or using the recommended way, that is to use eDiscovery export, see Export Content search results.

Thank you, though I should have been more specific. Is there also a way to import the PST back in to their email, without linking to the PST in Outlook, and manually copying everything in to the folders that are on the Exchange?

The New-MailboxImportRequest cmdlet is no longer supported for Exchange Online and now the recommended way import a .pst file in Exchange Online is to use network upload. For more detailed instructions, hopefully you can find the article below helpful:
