Teams not showing up after deployment, GPO blocked

We are having issues with deploying Teams to standard users (Domain Users only), teams is deployed via sccm which looks ok but when users logs in teams doesn't create anything in AppData directory for the user.
I tried to enable this already via AppLocker which did not change anything.

Seems to be that by default Domain Users are restricted to create new directory and exe under their own user profile.

Is there any way to whitelist this on GPO without giving them local admin permissions.
