Win10 displays language problems

Hello, our system is win10 enterprise LTSC 1809 Chinese version. We have changed the English language package, and it was used normally before.
Today, after the update of the patch, found that under the English language, a lot of system functions into Chinese (such as desktop right menu bar, folder above the function bar).
Now found is due to the update KB4558998 this patch after the problem.

    Did you found the error message"0x800f0982 - PSFX_E_MATCHING_COMPONENT_NOT_FOUND" after installed the KB4558998 update?

    I haven't found any other effective solutions to solve this issue. According to Microsoft's official explanation, this could be the only way.

    I will continue to follow up on this issue. But this may take more time. I think using the above approach may solve the current problem more quickly.
