@DanyloNovohatskyi-5331 Thanks for posting in our Q&A. For this issue, intune couldn't make it. Intune doesn't have the ability to manage the specific settings to the specific sender in the app.

By "Outlook notification for First time or infrequent senders", are you referring to the "First contact safety tip" as mentioned by Andy?
If this is the case, please go through the mail flow rules configured in your organization and make sure there's no rule that adds the X-MS-Exchange-EnableFirstContactSafetyTip header with the value Enabled.
With this confirmed, please navigate to https://security.microsoft.com, go to Email & collaboration > Policies & rules > Threat policies > Anti-phishing, select the anti-phishing policy, click "Edit the actions", unselect the checkbox of "Show first contact safety tip":

Are you referring to the mail tip in Outlook via the anti=phishing policy in EOP or something different?
