disable HMA data sync to cloud

hello,

we are a regulated Organization that we cannot sync and users data to cloud.
however we are implementing Intune with HMA "hybrid Modern Authentication" for users in-order to monitor and control devices, the issue is that the data sync is preventing us from completing the setup.
as per the article :

my ask, is there a way to disable the sync between the exchange online and the on-premise environment.

What's the complete error information you received when configuring HMA?

Where are the mailboxes in your environment located?
I'm afraid you will not be able to disable or stop the sync if you have mailboxes on-premise in your hybrid environment.

well there is no error.
its just our government regulations mandates to have no data gets synced to the cloud "MS cloud or any other Cloud".

as for our mailboxes they are hosted on-premise on our exchange server, but wait we haven't synced the mailboxes to the cloud, we only enabled they Exchange hybrid setup with our Office 365 exchange online.

will the sync of data got to be enabled as well or it is something that we can disable. or at least to block/prevent it from being synced
