Eligible Role

I am creating a product with an ARM template and I created an eligible authorization for a user. I have confirmed that they have been assigned an Azure AD Premium P2 license but when I run the ARM template in a test customer's Azure tenant I get the following error

The tenant 'Managing Tenant ID' does not support configuring the eligible authorizations. Creating eligible authorizations requires an Enterprise Mobility + Security E5 (EMS E5) or Azure AD Premium P2 license."}]}

The tenant ID is of the "Managing Tenant"

Up to 10 attachments (including images) can be used with a maximum of 3.0 MiB each and 30.0 MiB total.

@TrevorGelsinger-3349 As mentioned in the error, can you please check the license or edition of the managing tenant ? On how to check this, you can refer to this document .

You can also check the license by traversing to Azure Active Directory service from Azure Portal and checking the highlighted section from your end.
