I was having the same erro for a while... and this is what solved for me...I have renamed the api xls file, and then re-installed and it got back working...
I don't have an api file. There is an excel file, eia.xlam. I have tried downloading it again and reinstalling it, that did not solve the problem. Is the api your file name? I have many files that use this add in, none of them are working.

What version of Excel did you use?
I found there are 2 download files only for Excel 2010 and 2013. I tested in Excel 365, I can get the same error when Search data.
I suggest you check the Excel version, it's may related to the compatibility between Excel and EIA.

I have the excel 365 version included in Office 365 A1 Plus for students, provided by my university.
So the problem could probably be with compatibility.
But I really need this ADD-IN to make my research work easier.
Can you give me any suggestions that I can use this add-in with my version of Excel?
Or do I really need to uninstall my version of Office 365 and install Excel 2010 or 2013?

This is the add-in compatibility problem, if the developer didn't provide the latest version of add-in for the latest version of Excel. You can only install the earlier version of Excel.

I uninstalled my office. I installed Microsoft office 2013 but I still have the same problem... what can you suggest to me in this case?
I'm despairing.
I just want to tell you I have the same error, started in November of 2021. I have numerous excel spreadsheets that use the excel add-in to automatically download updated weekly, monthly and annual data. It was a bit clunky but I found work arounds and it worked for about 5 years until November, it hasn't worked since, I too am looking for an answer. I reached out to the EIA and they just said there are currently problems with the add-in. I use Excel 2013, this is really annoying to say the least. Dave
Detailing what I did to make it work....
First I completely deleted any trace of the EIA.xlam of my computer, and obviously uninstalled the add in in a way that it wasn't appearing in the add in list anymore.
Second did a disk clean up in the computer, and rebooted - just to make sure logs and etc were clean.
Third, downloaded a new EIA.xlam file, and saved with a different name, such as "EIA_1.xlam", make sure its saved in a trusted location (I did save in the same folder as the old file).
Fourth and last, re installed the add in, closed and reopened excel.
That worked for me.
This is good. The other part of the issue I had is that the Fed kept telling me they were sending me to get the AddIn, but instead sent me to the Microsoft AppSource, which my organization blocks. I pulled the AddIn from here: https://www.eia.gov/opendata/excel/ (EIA and the St Louis Fed work together on the same app or AddIn) and then used your advice.
