Can Microsoft Team Meetings and/or Class Meetings applications that are LTI 1.3 compliant be integrated with an LMS that is LTI 1.1.1 compliant?

My business has a requirement to integrate our Oracle Learning Management System that is LTI v1.1.1 compliant with Microsoft Teams that is understood to be LTI v1.3 compliant. Is it possible for the MS Teams app to backward integrate with Oracle ELM that is LTI 1.1.1 compliant?
