Cumulative Update 22 for Exchange Server 2016 (KB5005333)
Notice

This September 2021 cumulative update (CU) will install Exchange Emergency Mitigation (EM) service. This service is designed to help secure your servers that are running Microsoft Exchange Server by applying mitigations to address any potential threats against them. It uses the cloud-based Office Config Service (OCS) to check for and download available mitigations and to send diagnostic data to Microsoft.

This CU has the following additional prerequisites:

IIS URL Rewrite Module

Note The app pools are restarted as a part of the IIS Rewrite module installation. Therefore, service might be disrupted.

You need to install C Runtime in Windows (KB 2999226) before you install the Exchange 2016 CU22.

UCRT is inbox component in Server 2016 and later
KB2999226 not needed or apply

I understand that you have query regarding KB dependency.

Yes you are correct as per Microsoft KB documentation , KB5005333 has additional prerequisites which is Universal C Runtime in Windows (KB 2999226) and that it need be installed before installing of KB5005333 .

The Universal C runtime shows that it is for Window Server 2012 and earlier. What if you are running Exchange 2016 on Windows Server 2016. is it still needed?
I do not see a download/update package for this runtime for Windows Server 2016.
