HCW error HCW8099 Command not recognized. Please verify you have the correct Management Role assigned to your account

Hello,
First of all, best wishes for everyone,
Secondly, sorry for my english :)
And lastly, what bringed me here, i'm migrating a customer from a SBS 2011 server to 365. I want to use a Hybrid Deployment for this purpose.

The local account used is member of domain admin group and the 365 account is a global tenant administrator
When using the Office 365 Hybrid Configuration Wizard i'm facing the following issue at step:

HCW8099 -Command not recognized. Please verify you have the correct Management Role assigned to your account.

Exchange Is running latest CU (RU 30 fro SP3) : build 2010 14.3.513.0
I also tried creating another admin account with no success
MRS proxy is started and i tried to disable it and reenable it without any success
I got around 30 business premium licenses affected to users

@SebN-5008 Thanks for posting in our Q&A. For this issue, it is not related to windows 365. It is more related to exchange. To get accurate help, I will remove windows 365 tag and add office-exchange tag. Thanks.

Pl;ease remove the "small-basic"tag from your post.
Small Basic is for Technical questions about Microsoft Small Basic, the only text-based language and IDE built for students to learn to code

Have a check on the Exchange online admin that you used. Mark sure it is contained in the “Migration” permission role.

You could create a new permission group which contained the "Migration" permission, then add your admin account to this group:

Please note: Exchange 2010 isn't supported now, if you want to create a hybrid with Exchange online. I would suggest you migrate mailboxes to Exchange 2016 first, then create hybrid with Exchange 2016.

Yes the permission was correctly set to the group,
For no reason i had to create a new role on premise, give exactly the same permissions and waited for sync.
After that i was able to do my migration.
