How does the user disconnect from wvd? Is it a proper log-off or the WVD session is left to go to a sleep mode? Has it always been this way or you noticing this after any recent changes ?
Have you tried any troubleshooting like trying to log off a user session or remove WVD session? If not, can you try the steps from here

The host is a recent build. We have 4 others built sometime ago & no issues with them. The users are trained to disconnect by clicking the windows icon / power button / disconnect. On the other host after a min or so, you can see the session disappear from the host but this host keeps the session in a disconnected state until the user tries to log back in & then they automatically routed to the same host. I put the other 4 host drain feature on & I logged into my wvd to route directly into that host & I experienced the same as the users. I am not sure if its a GP issue, but I did try to find a setting to no avail. The other host did not have a GP where I thought to look.

The behavior is controlled by GPOs (time limit for disconnected sessions) Reference : gpsearch.azurewebsites.net, you have confirmed that the gpo on the DC was the issue. The config was not set correctly for the new host.
