Hello for Business Setup

Is there an automated process that Microsoft created to walk new employees through setting up the phone authentication used for setting up Hello for Business? I wrote up a process, which has them go to the website and fill out the information, but some people have issues following the process, so wondering if there is something out there that would hand hold people through the process? We are using the basic sends the code as a text.

To go along with this, I haven't tried and thought I would ask here before doing it because dealing with certificate issues is a pain. If I add a user to the OU set up to push HfB to people, and they haven't set up the phone authentication, can this cause certificate issues?

We currently don't add employees too quickly right now, but that could change. I would rather not have to do what we currently are doing, which is to wait for them to set up the phone authentication, and then add them to a security group, and instead, set it up that as soon as their account is created, it gets added to the group, but worry this will cause certificate or such issues if they haven't set up phone authentication yet.
