after migration to 2019 old comments doesn't display with the new comments
So now i can add a new comments but the issue is how can i get old comments in order to be displayed on the news , i need some help please

Which environment did you migrate from to SharePoint 2019?

migration from SP2013 server to SP2019 server also
news mean company news that everyone can add a comment to every news
What do you use to create company news? Which list or which web part?
Per my test in the SharePoint 2019 environment, Note Board web part is no longer functioning and will show as blank.
I recommend that you use default comment function in the modern pages.

actually i have testing to get comments by commands PowerShell but Microsoft stop all PowerShell commands linked with tag and note
otherwise we have sql DB but it's not recommended because whene modifying the Content DB from SQL is not supported in SharePoint. You can do it, but Microsoft won't support it.
check this article: Change page URL for social comments without SP1 in Sharepoint. Years ago we had similar problem with social comments with SP2010 and it allowed to fix it. Maybe it will be useful for your problem as well.
