Unable to update tax profile to submit app to the store

Hi,

I'm trying to submit our app to the store but I can't because it says:
"You need to update your tax and payout information before you can charge money."
So i went to Payout and tax profiles' section in here:
https://partner.microsoft.com/en-us/dashboard/payee/profiles/seller/manage#taxProfilePanel


In that page I clicked 'edit' to edit my profile, but its not opening the edit page instead I get the following error message:
403 - Forbidden: Access is denied.

The link its trying to connect is:
https://payeeportal.trafficmanager.net/?lc=1033

I'm now unable to submit the app to the store without updating the tax profile.
Can anyone help please?

I just did this same process and the guy told me its a developer store issue which is not true. I hope I get someone who can actually fix this issue for me. Here is what the guy told me:

Rest assured they will be able to properly assist and provide a detailed information in resolving your concern.***

After entering my tax profile into the tax payee portal I cannot view nor edit my tax profile for more than 5 weeks. The Partner Center told me they are only responsible for company related issues and closed my support ticket. The windows developer support created two incidents having a number starting with SR… they never made it into my mailbox. The webpage my support requests does not show these requests too, I guess they were treated like trash.

The Partner Center promises the tax profile is being verified while 48 hours. More than 5 weeks and still no progress this is so insane.

I just created a privacy request and want to access all my related tax informations, at least I received a PVRC ticket and hope to find out what happened to my tax profile.
