It seems that the case is related with WSUS. So I added the Windows-Server-Update-Services topic and the other guys will try to post their ideas of the case.

In fact, the BITS service is not our resonsibility. I an not expert in BITS, but I researched on the Internet. We could run the below commands on the CMD and restart the BITS again. Then check whether the issue has been resolved or not.
Open the CMD as an administrator and run the below commands one be one:
bitsadmin /cache /clear
bitsadmin.exe /reset /allusers
sc start bits

I have another server need to resove this windowsupdate issure,
But I run the step , to stop wsus service ,it can't stop ,so I need your help again.

What is the meaning of "the server is ok"? The server could download and install the Apporved updates normally?
